The political structure of the town began with a set of "Articles of Agreement" which were drawn up and signed by the seventeen original settlers, including Sherman, Judson, Minor, Curtiss, Wheeler, Wyatt, Styles, Hinman, Jenkins, Johnson, Munn, Terrill, Knowles and Fairchild. Besides conduction its own affairs, the town, through its officers and agents, performs some duties for the state, such as collecting certain state taxes and enforcing state criminal laws It also administers health and school regulations.

One thousand one hundred and forty active voters continue to carry on the tradition of democratic self-government on which the town was founded. In the history of Woodbury two other dates are also significant.
They were the leading men of their times. In the early nineteenth century population remained relatively stable. Since Stratford on the Sound was Woodbury's parent town, Woodbury is a descendant of the New Haven group.
