NCEE is conducting research to assess the economic impacts of ocean acidification so they can be included in estimates damages from greenhouse gas emissions. As of late 2019, nine U.S. states participate in the Regional Greenhouse Gas Initiative (RGGI), in which electric power plants trade permits that currently have a market price of around $5.20 per short ton of carbon 10. The big problems of our time need bold, collaborative solutions.

Figure 3 shows impacts on per capita GDP based on a study of the GDP growth effects of warming, highlighting the relatively high per capita income reductions in Latin America, Africa, and South Asia (though higher-income countries would lose more absolute aggregate wealth and output because of their higher levels of economic activity).

Development of national and interna- tional policies to combat global climate change is a huge challenge, involving many scientific, economic, and social issues. As of May 2016, it has 197 members. 2018).

Between 1850 and 1990, the United States and Europe alone produced nearly 75 percent of cumulative CO2 emissions (see figure C).

To facilitate comparisons, researchers have calculated the cost per ton of CO2-equivalent emissions.8 We show high and low estimates of these average costs in figure 7, reproduced from Gillingham and Stock (2018).9. The study argues that the cost of Kyoto Protocol would far outweigh its benefits and its implementation would cost at least $150 billion a year. Another basis for setting the carbon price is in terms of the necessary level for achieving countries’ Paris Agreement commitments; the World Bank has estimated that this requires a carbon price between $40 and $80 per ton (World Bank 2019). At the same time that energy intensity has fallen, the carbon intensity of energy use has also fallen in each of the major sectors (shown in figure 5b).

These documents indicate the projected outcomes under alternative representative concentration pathways (RCPs) for GHGs (IPCC 2014). In colder regions, mortality rates are sometimes predicted to fall, reflecting decreases in the number of dangerously cold days: Oslo, Norway is projected to experience 230 fewer deaths per 100,000. It remains an open question whether climate change will principally affect the level or the growth rate of economic output. In the next two sections, the author provides a review of the major agreements and remaining issues of the UNFCCC negotiation processes: the Kyoto Protocol, the Copenhagen Accord and Durban Platform, the Paris Agreement, and the GCF. There are uncertainties regarding the pace and form of future technological innovation, economic growth, and thresholds for climate impacts. According to currently scheduled and implemented initiatives, in 2020 the United States will be pricing only 1.0 percent of global GHG emissions; by comparison, Europe will be pricing 5.5 percent, and China will be pricing 7.0 percent (see figure 9). The first noticeable impacts will probably be widespread loss of coral reefs. EPA’s 2010 analysis of the American Clean Energy and Security Act estimated that eliminating international offsets would raise carbon allowance prices 54-146 percent. A few recent studies have tried to account for uncertainty when evaluating climate change policy, but so far the results are mixed. This works toward a regressive effect, whereby the impact as a share of income is larger for low-income households. I will suggest that taking vulnerability seriously in the context of climate change requires a somewhat radical shift in our accepted moral attitudes.

The vitality index is a measure of a county’s economic and social health based on a number of factors, including median household income, the poverty rate, life expectancy, the prime-age employment-to-population rate, housing vacancy rates, and the unemployment rate. Challenges to designing credible offsets programs include additionality (ensuring emission reductions exceed what would have happened without the program), leakage (displacing emissions outside the boundaries of the project), and permanence (preventing loss of sequestered carbon from forest fires or land clearing), as well as measuring and verifying emissions from small heterogeneous sources and sources abroad.

The figure also uses a higher estimate of potential economic damages that takes into account impacts on productivity and growth that accumulate over time as opposed to looking at snapshots of lost activity in a given year.
